Question:
What chains do I use for a 2016 Forrester with minimal clearance? Do I need chains for all 4 wheels?

In the owner's manual for your 2016 Subaru Forester it states that you can use traction devices on the front wheels only just not actual chains. This means you can use cables, Snow Socks, or K-Summit chains that only go on the tread.
You didn't mention the tire size you have so if they are 225/55-18 or 225/60-17 tires you can use cables # TC339DC or Snow Socks # TCH70.
If the tires are a different size let me know what they are and I can make other recommendations.
