Most backup camera systems can stay on at all times without weather being an issue. You will need to wire the camera power to a constant power supply like the running lights instead of the reverse function which only comes on when you shift into reverse. You can use a circuit tester like # PTW2993 to determine the running light circuit and splice the camera power into that wire. Make sure you have a clean metal to metal ground connection as well.
