We don't have exactly what you're looking for, but I may have a solution for you.
The etrailer Trailer Hitch Receiver & Coupler Lockset # e99039 has both a hitch receiver lock and a coupler lock that are keyed alike. However, they are not stainless steel. They're steel with double-chrome plating to resist rust and corrosion.
If stainless steel is more important to you than having them keyed alike, the Blue Ox Trailer Hitch Receiver Lock # BX8858 will lock your ball mount to your receiver hitch and is stainless steel. Then use the etrailer Trailer Coupler Lock # e98885 along with it.
