Your chart on tire sizes did not include size 19565 R15. Dies this mean that the PWPLC1126 will not fit ?

We do have chains for tire size 195/65-15. I have included a link to the available chains below. They may not have appeared by searching the vehicle if the 15 inch rim was not an original or widely used option. You will want to check the owners manual for your 2008 Hyundai Elantra to determine if chains can be used and if there is a specific class rating or minimum clearance required when using chains. I have included a link to our tire chain FAQ article below that contains a lot of good information on chains.
A perfect fit for a 195/65-15 tire is the Titan Chain # TC1535 featuring square links in a diamond pattern for very effective traction control. If you need a Class-S low profile chain/cable this same chain will work.
You may also need the rubber adjuster # PW100.
