The Curt Class III Trailier Hitch Receiver # C13133 is confirmed to fit your 2013 Volkswagen Tiguan. It has a maximum trailer weight of 3,500 pounds and maximum tongue weight of 350 pounds. You should know that Curt requires the use of a stabilization strap # 18050 if you're using the hitch to carry anything other than a trailer, like a bike rack. If you prefer a hitch that doesn't require the strap, the etrailer # e98906 also fits your Tiguan and has the same weight capacities. I've attached install videos of both hitches for you.
To complete your hitch setup you can use the Draw-Tite Ball Mount # 3593 which includes a pin and clip, and then # 19258 for a 2 inch hitch ball.
You will likely need wiring to power the tow dolly's lights as well. The Tekonsha Wiring Harness # 118675 is a custom fit connector that plugs into your vehicle's wring without having to cut into it. This plugs in behind the tail lights and provides you with a 4-way trailer connector.
If the tow dolly has brakes and a 7-way connector, you can use the installation kit # ETBC7. This will provide the 7-way connector, as well as all the wiring needed to install an electric brake controller. For a brake controler I suggest the Prodigy P2 # 90885 because of its reliability and ease of use.
