Will a cover for a 28 inch tire fit a 29-inch tire? My tire size is 8.75R16.5.

When it comes to covers you really don't want to get something too small and try to make it work. It would be better to get something a little too large and have extra. Instead of getting a cover for a 28 inch spare tire I suggest the Camco Vinyl Spare Tire Cover # CAM45344 which is designed for 29 inch tires.
