Is this 8foot rack able to haul a 24foot long aluminum walking plank ?

If the 24 foot aluminum walking plank is within the 1,250 pound capacity of the TracRac ladder rack # TH43003XT-010 and it is properly secured to the ladder rack and truck then yes. The included load stops will stop side to side movement but the load will have to be secured for front to back movement as well.
What I recommend is to use bow and stern tie downs for kayaks, such as # Y04031, to tie off the front and rear of the plank to the front and rear of the vehicle.
