Does the part that is circled in the attached image come off when you are not towing the car?

Yes, the draw bar arms on Roadmaster base plates # 522013-1A can be removed when not in use. If you look at the description of the product, second bullet point, it reads "Drawbars are easily removable - just twist and pull." That square part is the draw bar, one on each side.
