Question:
will this work on the tail gate if a rollnlock or retrax rolling bed cover is on the truck ... with the ladder clear the cover if its closed . or will the roll top have to be rolled back some before deploying the ladder

The Westin Truck-Pal Fold-Up Bed Ladder # 10-3000 that you referenced can install on the tailgate of a truck that has a retractable tonneau cover installed on it. Since the ladder is a universal fit you would just need to be sure and place it on the tailgate in a position that would allow it to not interfere with the tonneau.
The cover would not have to be retracted to get the ladder to fold out either.
