I have included a picture showing Curt trailer hitch # C11354 installed. As you can see the top of the receiver is about an inch or so from the bottom of the rear fascia. The bottom of the receiver then is another 1-1/2 to 1-3/4 inches below that. Your 2013 Volkswagen Beetle Convertible already sits pretty low leaving not much room for a hitch. While I don't have an exact measurement of the ground clearance the picture certainly tells the tale.

If you want to use the hitch for an accessory such as a bike rack or cargo carrier then you have to make sure the accessory is rated for use with a Class I trailer hitch. Also, with a bike rack, you are limited to 2 bikes maximum on a Class I hitch.

Curt also says you have to use stabilization strap # 18050 when using this hitch for any non-trailer load (such as a bike rack or cargo carrier) per their warranty requirements. I have linked the Class I compatible 2-bike racks and cargo carriers for you.
