Will this adapter work with a 2006 Hummer H3 with OEM roof rails and a SURCO basket? I need them to be low profile so I can get the basket on and still fit in my garage. Thanks

Yes, Surco has confirmed that the feet part # SP1101 will allow a Safari 5.0 cargo basket to install on the rails of your 2006 Hummer H3.
For the part number that includes the basket and the kit you would want the part # SPS4560-1101 but it sounds like you already have the basket.
