I have a fulton swing jack it has a 1000# rating on wheel bracket. While attempting to swing the jack into position to raise the trailer i noticed a lot of slack and it would not lock into position. The pin will still go into the hole but attempting to put pressure on the wheel, the jack is not vertical. Is this a replaceable part? I cannot seem to find it on line.

It sounds like the pull pin on your Fulton Jack is not locking in place when you swing the jack into position for use. It could be the pull pin spring or retaining ring have failed preventing the jack from locking.
If you have an F2 jack like # F1413040134 the replacement pull pin kit that will work is part # F500136.
If you have a jack like part # FXP10 then the pull pin replacement kit is part # F0933307S00.
