How Tight Does the Curt Stud Mount Lunette Ring have to Be to Still Allow it to Swivel

Question:
How tightly must the fastener be tightened at installation yet still allow the swivel action? Should a large flat washer be installed on both sides to facilitate the swivel action?

You will want to be able to use the cotter pin to keep the nut in place on the Curt lunette ring # C48530. So it will need to be threaded in far enough for the pin to go through the shank of the ring to hold the nut on.
Using flat washers will be fine as long as the nut can still thread on far enough.
