How do I get the caps off the shaft?

It sounds like you have pal nuts, such as # 408600. They may or may not be seized on the shaft. Some penetrating oil and gentle prying should be all you need to get them to come off of the shaft. Using pliers or a similar tool could make the nut tighter on the shaft.
