The 1-1/4-inch factory hitch on your 2016 Subaru Outback Wagon is a light-duty type that is not really suited to handle the weight of a 4-bike rack.

For transporting 4 bikes on your Subaru you'll need to install a 2-inch Class III hitch like Draw-Tite # 75673. The hitch bolts on using included hardware as shown in the linked video and it will provide a substantial 600-lb TW rating, plenty for the weight of a rack plus that of your 4 loaded bikes.

When we installed this hitch on your car we noted that from the hitch pin hole to the rear-most part of the car was a 5-1/2-inch distance. This means you need a rack with more clearance in order for it to avoid contact wit the car.

For excellent rear-of-vehicle access you might also consider the Yakima FullSwing 4 Bike Rack # Y02465 which swings away from the car when you need access. This rack offers a lot of clearance and will fit well on the car; it includes a lock for the rack. Please refer to the linked video.
