Tailgate Lock for a 2015 Ford F-150 without a Factory Tailgate Lock

I have a Ford F150 with no lock on the tailgate. Can I install #PAL8250 with a manual lock also? With a tonneau cover and a power lock Im concerned I would not be able to access the back if the power lock failed.
