Is there any structural reason NOT to drill holes through the 2inch portion of this reducer to allow a shorter distance between the vehicle and the carrier?

I have a solution for you, but I do not recommend drilling any additional holes in the MaxxTow Trailer Hitch Receiver Adpater # MT70033. I spoke with my contact at MaxxTow and he strongly discourages any additional holes being made in the adapter. Drilling holes in the adapter will compromise the integrity of the product. The adapter will not be able to hold to determined weight capacity and will not be safe to use if modified.
If you need a shorter reducer sleeve, I recommend the Brophy Hitch Reducer 2 inch to 1-1/4 inch # HT02. This reducer has only 3 inches from hitch pin hole to hitch pin hole. I have attached a review video of this adapter for you.
