can this be used on top of a pickup with a cap or suv?

We have a similar product that would work well for you, but the etrailer.com Extra Large Cargo Bag # 988501 is designed to attach to a hitch mounted cargo carrier so there isn't a way to attach it to a roof.
Instead check out the Rightline Sport 2 Rooftop Cargo Bag # RL100S20. This is a similar bag designed to attach to nearly all roof styles so it would work great for you.
For a larger bag the part # RL100S30 would be a great choice.
