The Curt Class III hitch, part # 13245 would require a ratchet, an 18 and 19mm socket and a torque wrench. If you click the provided links, you can see the install instructions and a video showing the hitch being installed on a 2008 Jeep Liberty.
If you'll be using the hitch for towing purposes, you'll also need the following to complete your towing set-up:
Trailer wiring harness w/ 4-pole trailer connector, part # C56334
Ball mount, part # C45030
1-7/8 inch trailer ball, part # 19260 or 2 inch ball, part # 63845
