I understand that the 2006 Accent Hatchback is a carryover from 2005. Does this mean that I need a baseplate designed for the 2005 Accent ? thanks.

The 2005 and 2006 model years of the Hyundai Accent do not accept the same base plate kits. The 2005s can use either Blue Ox # BX2316 or Roadmaster # 1616-1 while the 2006s that have a manual transmission and no fog lights can use the Blue Ox # BX2323 that you referenced or Roadmaster # 1623-1.
Base plates are one of the components needed for safe and legal flat towing. The others are a tow bar, safety cables, a wiring/lighting solution and a supplementary braking system for the towed vehicle. Also a high/low adapter like # RM-076 is often needed to allow the tow bar to remain level, which is important for proper handling. In general it is often preferred to use the same brand of tow bar and base plate since this will avoid the complexity and cost of adding an adapter to the system.
Let's say you choose the Blue Ox # BX2323 base plate kit for your 2006 Accent Hatchback. With these base plates I recommend the Blue Ox motor-home-mounted Alpha tow bar, part # BX7380 since it includes the required safety cables and has telescoping arms for easier hookup. For lighting you can use a permanent install kit like the Roadmaster bulb-and-socket kit # RM-155 or an easy-to-install removable magnetic light kit like # TLL21RK from Optronics.
