Based on my research, the 2004 Volkswagen Beetle with 5-speed manual transmission can be flat towed. However, I found that the 6-speed manual transmission models cannot be flat towed. I strongly recommend checking your owners manual to confirm that your model 2004 Beetle can be flat towed.
If you find your Beetle can be flat towed, I recommend using the Blue Ox Base Plate Kit # BX3815. This base plate features removable arms and bolts directly to your Beetle's chassis. The tow bar I recommend using is the Blue Ox Alpha Tow Bar # BX7380.
A great option for a supplemental braking system is the Blue Ox Patriot # BLU37TR. This supplemental braking system is portable and easy to install.
For tow lights, I recommend using the Heavy Duty Magnetic Tow Lights # TL21RK. These lights use heavy-duty magnets to mount on your vehicle. The wiring will be ran to the front of the car to connect with the RV's wiring connector. If you need additional room or will need an adapter to fit the 4-way flat connector from the lights to the connector on your motor home, you can use an extension. I have attached a link to all of our wiring extensions for you.
Ideally, you will be able to tow your 2004 Beetle level. If your RV's trailer hitch is more than 3 inches above the base plate on your vehicle, you can use a high-low adapter to provide a level tow. I have attached a link to all of our high-low adapters.
I have linked a help article on flat towing for you.
