Question:
Does the Dexter Electric/Hydraulic brake actuator have to be mounted above the water line on my boat trailer or can it be submerged when launching the boat? This would move the Dexter unit from a trailer frame mounting Submerged to mounting on the Ainch frame alongside the boat winch well above the water line. Thanks.

You would not want the Dexter Electric Over Hydraulic Brake Actuator # K71-651 to get submerged with water while launching your boat. You will need to install it on your boat trailer in a position that would not allow it to encounter any water.
