If the sliding TrackRac model like # TH43003XT-010 were used along with a tonneau cover that mounts to the inside (not the top) of the bed side rails, it would indeed be possible to use a ladder rack and tonneau cover on the same vehicle. I've linked you to a listing of the compatible tonneau covers.
The Access Lorado Tonneau Cover for 8 foot beds, part # 834532006243 would be an excellent choice. The tonneau mounts to the inside of the bed side rails, so it would be fully compatible with a sliding ladder rack such as the TracRac rack I mentioned above.
A fixed mount ladder rack like the # TH37003XT-EX you mentioned wouldn't work, as its mounting brackets would interfere with the tonneau cover.
