Question:

do you know if the thule snug tight lock is available as just the lock and key to fit the Kuat racks pin?

So the Thule Snug Tite lock # THSTL2 does not fit the Kuat pin because the Kuat pin is a 3/8 inch diameter. It is too small to fit the Thule lock. Kuat has a locking pin, # HL1. It fits 3/8 inch diameter pin holes. It has a useable length of 3-1/2 inches. The lock part is not available by itself.
