Will these mirrors scratch painted mirrors? Thanks

Any time anything contacts a painted surface the risk of scratching is there. But the Cipa Towing Mirrors part # CM10950 that you referenced have felt covering all of the portions of the mirror that would contact your mirror so as long as you kept the mirror and your vehicle clean you shouldn't have any problems.
