Is blue ox base plate for Honda CRV the same part number for 2008 and 2011?

The Blue Ox Base Plate Kit, part # BX2246 is indeed compatible with the 2008 and 2011 Honda CR-V.
I'm assuming you're planning on moving the base plates from the 2008 model and installing them on the 2011 model. If you do so, you will NOT want to reuse the hardware. The hardware is intended as a one time use item only, and should be replaced if the base plate is removed and reinstalled. You'll need 4 handle nuts, part # 61-5208 and the # BX63-3282 replacement hardware bag.
