Does this product have a built-in power regulator or is it necessary to purchase one separately?

The solar panel of the TorkLift PowerArmor Solar Locking Battery Box # TLA7708RS that you referenced is a 10 watt panel. Typically regulators are only needed when over 20 watts so one is not needed or included with the # TLA7708RS.
