For your 2000 Ford F350, the correct frame mounting bracket kit would be part # C16443. For the frame bracket/ bed rail kit, use part # C16443-204.
If you already have Curt bed rails, you can certainly use the # C16443 by itself, but we don't recommend using frame brackets and bed rails from different manufacturers. They WILL fit, but since they haven't been tested together, using brackets from one manufacturer and rails from another could yield an unknown weight capacity, which would be unsafe.
The C16424 bracket you referred to is for a later-model F250/350 and wouldn't fit your truck.
If you don't already have a 7-way installed in your truck bed, you can install one using part # HM40157
