Are stabilizing straps recommended for use with a cargo carrier on this model as it is on the curt brand?

Only the Curt hitches that aren't rated for use with a weight distribution system will have the stabilizer strap recommendation when used with a non-supported load like a cargo carrier.
The Curt hitch part # C13163 would not require the use of a stabilizer strap in any situation.
For a cargo carrier our most popular option is the Pro Series carrier part # 63153.
