Can you mount two 16inch girls bikes to the rack? And if so, do you have to use the adaptor bar?

You can take a quick measurement to see if the bikes you have will work with the arms of the Thule Passage 2 Bike Carrier, part # TH910XT. The arms measure 14 inches center-to-center. Since you said you have girls bikes, they normally have a step-through frame which means if they are placed in the carrier, they would not be anywhere close to level.
If placing the bikes in the carrier cause part of the bike to block your view, I recommend a bar adapter like part # 64005. This attaches between the seat post and the handlebar stem and holds the bikes more parallel in the carrier.
