I have 13 inch tires, L44649 bearings inside and outside. The flange size on my rim is 5 1/2 inches, yet most kits for 13 inch tires are 6 1/2 inches. Which hub assembly should I use? This is for a boat trailer

I spoke with an engineer from our hub manufacturer, Dexter, and they do not recommend using a hub for 8-12 inch wheels with a 13 inch wheel. However, they said that they do not make a hub for 13 inch wheels that has a hub flange diameter of smaller than 6-1/2 inches. The best option that we can recommend is to replace your wheels to fit the hubs we offer.
The hub designed for smaller tires with a smaller hub flange will technically fit but, there may be no warranty support if something were to happen. Since Dexter's hubs for 13 inch tires have hub flange diameters of 6-1/2 inches, it is likely they determined that the hubs with a flange diameter of 5-1/2 doesn't provide enough side-to-side support for a 13 inch wheel.
It sounds like your wheel is different than the industry standard. If you want to use an appropriate hub for 13 inch tires, you will need to get new wheels for your trailer. To recommend the correct wheels, I would need to know the wheel bolt pattern.
The hub for industry standard 13 inch tires I would recommend for your boat trailer would be # 8-258-50UC1-EZ. This hub is for 2,200 pound axles and has a hub flange diameter of 6-1/2 inches.
The smaller hub for 8-12 inch tires that you could use for your boat trailer is # 8-259-50UC1-EZ. This hub is for 2,200 pound axles and has a hub flange diameter of 5-1/2 inches.
These hubs are galvanized and great for marine use.
