Wheel is Rated Lower than Tire on Taskmaster Trailer Tire and Wheel Combo

Question:
the rating on the tire is #2,200 but the wheel combination the wheel is said to have a rating in the #1,800 range is that correct so the maximum capacity is on the rim I am thinking about making my single axle boat trailer into a tandem and would need many other parts but noticed that

For running gear such as tires, wheels, hubs and trailers in general you will always want to go by the lowest rated component in the system. So in the case of tire and wheel combo # AM3S455 you would be limited to 1,760 pound capacity of the wheel.
