Can this be used for a Boat Lift?

The Dutton Lainson Strongarm winch part # DL25200 that you referenced could be used on a boat lift. But since it is designed to be wired to a 12 volt power source this winch wouldn't be ideal for you since you would want to most likely power the winch with a wall outlet.
Instead I would recommend the Dutton-Lainson StrongArm Electric Winch w/ Remote # DL25046 as it is designed to plug into a wall outlet and has a 2,700 lb capacity.
