Question:
What is the e track adapter that I would need to add to this to allow me to use this with my e track on the trailer? The e track will go side to side. Not front to back.

The Tow-Rax Wheel Chocks # TWSPWM that you referenced comes with installation hardware to allow it to be installed on the floor of a trailer, but there is no way to attach it to an e-track.

This sturdy, black powder coated chock attaches to your trailer's wood floor to help stabilize your bike. Keyhole slots make it easy to remove the wheel chock for storage.
