Can the foot plate be reclocked so the longside is parallel to the trailer deck?

The foot plate of the Jack part # PS1401480303 that you referenced can not be removed so there would be no way to rotate it 90 degrees. A better option for you may be the Bulldog Square Jack part # BD190708. The inner leg is removable. I attached a review video for the jack for you to check out as well.
