Question:
Will electric trailer brakes work properly when grounded to the trailer frame only? How do you check the brake magnets for proper function?

As long as the frame of the trailer is grounded properly to the trailer harness yes, trailer brakes will work just fine grounded to the frame. You can try running a jumper wire from the assemblies to the trailer harness to see if that helps.
To test the magnets of electric brake assemblies you would need to check out the help article I attached on the subject.
