I would like to know if the hitch designed for the 2011 Toyota Avalon will accommodate a wheelchair of up to 400lbs.

The hitch receivers for the 2011 Toyota Avalon are all Class I, like the Curt Trailer Hitch Receiver # C11427, which have a tongue weight capacity of 200 lbs. Carrying a 400 lb wheelchair would far exceed this capacity and there is an extremely good chance that it would damage the hitch as well as the points on the frame where the hitch connects.
The best option I can make for you would be to install a Class I hitch and a small trailer like # K2MMT5X7 and make it work for your wheelchair.
