For a hitch for the 2015 Fiat 500 Abarth you would want the Curt hitch # C11347. This is a Class I trailer hitch rated for up to 2 bikes at most.

For a 2-bike, Class I hitch compatible rack I recommend the Thule T2 Pro XTR, # TH23JV. This platform style rack holds the bikes at the wheels so it will not touch the frame of the road bikes. It does come with some locks but has space for some additional locks. To use all of the possible locking features you would need to add a 6-pack of lock cores # TH450600.

I have linked a video of the rack. Please note that when using the Curt hitch Curt recommends the use of a stabilization strap # 18050 for any non-trailer load. The strap is used to reduce some of the stress on a the trailer hitch. There is no specific place it has to go just so long as it is helping to reduce the stress on the hitch.
