You sure can remove some of the components on the Swagman XTC-2 2-Bike Platform Rack, part # S64670.
If you only wish to carry 1 bike on the carrier, you can just install the components to be able to carry one bike. When first assembling the carrier you can just install one of the hooks on the upright mast, and then only install 2 of the wheel holder trays. I recommend installing the parts on the inside of the upright mast so you keep the weight closer to the receiver tube on your hitch. This would lessen the stress on the carrier and the hitch.
