Does the top and bottom bracket that goes into the 3/4inch pipe get welded to the 3/4inch pipe

No, you wouldn't weld the bar to the mounting brackets for the universal cam-door lock, # 383200. The bar needs to be able to rotate and welding it would prevent it from moving. Only the handle would be welded to the pipe. I have included a link to a video review of this part for you.
