I just wanted to know if a ram 1997 camper can fit on a ram 2013

In order to determine if the camper shell from a 1997 Dodge Ram could fit on a 2013 Ram you will need to measure the dimensions of both truck beds. If the dimensions are the same then the camper should fit on either truck bed. Without knowing more information it's hard for me to be any more helpful.
If you need camper hold downs the part # HSSF and the hardware kit part # TDHP.
