If I mount the light up-side down, will water leak into the housing?

The light you referenced, Optronics LED Mini License Plate Light # LPL31CB, is intended to mount so that its chrome-finish cover is on top. Although it does have a weathertight seal against the elements, this is intended to provide protection from water damage in the usual mounting position.
I recommend one of the lights shown on the linked page since these products are all submersible.
None of these happens to be an LED-type however.
Optronics # LP91CB can be used along with their bracket # LP25SB and 2-wire plug # A46PB.
