The towing capacity on your 2013 Kia Sportage AWD is 2,000 pounds and will have a tongue weight capacity between 200-300 pounds. The Curt sway control # 17200 you referenced will work great with towing your 1,400 pound Scamp. It will also include the Curt hitch ball # C40093.
