The Roadmaster Rear Axle Anti-Sway Bar # RM-1129-122 that you referenced is a correct fit for the 1999 Dodge Ram 3500 extended cab 4-wheel-drive dually. I verified the fit of this kit on your truck with my technical contact at Roadmaster. This will not fit 2WD versions.
This anti-sway bar installs without drilling since it replaces the factory sway bar.
