Ideally, you want the coupler sitting flat in direct contact with the top of the trailer tongue. If the gap between the bottom inside of the coupler and the trailer tongue is pretty minimal, say 1/16 of an inch or less, having it the way it is would most likely not cause a problem, but I would recommend you go ahead and fix it.

Your plan could definitely work but what I would do is weld on a channel, such as # DM59601, and using a coupler such as # DM12688-95 for a 2 inch ball or # DM07678-95 for a 2-5/16 inch ball. And of course, some hardware, # PS024202, to mount the coupler to the channel. This type of set up was designed to take off/move the coupler more so than a flat mount.

If so, I recommend going with either the etrailer Trailer Coupler Lock - Flat Lip 1-7/8" and 2" Ball Couplers # e98897 or the # e98895 if you have a 2-5/16" coupler. This aluminum body coupler locks mount in place of a ball so that no one can take off with your trailer. The CE Smith Multi Sport Plus Boat and Kayak Trailer # CE48870 has a 2" ball coupler. It also requires a 4-way flat connector on your tow vehicle to operate the tail lights. The coupler has a height of 14" so you will need to ensure your ball mount has the correct amount of drop to tow level.
