I spoke with my contact at Curt and he said that the Class III Trailer Hitch # 13217 referenced in your question, along with all of their trailer hitches, are tested and rated to SAE J684 standards. This is recognized and accepted by many European countries but there are some that do not. Basically if the country where you reside recognizes these standards then the hitch will be perfectly legal to use.

Yes, a weight distribution system like the Curt TruTrack Weight Distribution System part # C17499 will add stress to both the trailer and vehicle frame. That said, this stress is not usually enough to cause damage. The only exceptions to this would be aluminum frame trailers. Either rack would likely interfere with the camera to a degree, as the camera sits at the top of the license plate, but because the Transfer's frame is U-shaped with only the arms that hold the bike wheels in place going across, they will interfere much less than those of the Sherpa # SH22G would.
