According to my research it looks like you're needing the Modulating Valve Assembly 90268 for the Atwood OD-5001 Water Heater. The Atwood water heaters have been discontinued for a while now so I'm not surprised you guys are having a hard time finding the right part. If the gear that you removed and was previously used was a 15 tooth gear like you suggest, then you will need to use the 15 tooth gear:
-Replacement Gear Pack for Lippert RV Slide-outs w/ 2" x 2" Arm # LC281331 for the proper replacement.
The 18 tooth gear will not work on your 15 tooth shaft as the number of teeth won't match and they won't be compatible because of it.
