If your 2013 Mini Cooper Countryman is AWD then it cannot be flat towed or dolly towed and must be towed on a trailer. If you have the FWD model with the 6 speed manual transmission, it is towable as is. There are no fuses that need to be pulled on this vehicle.

The RockyMounts MonoRail Bike Rack for 2 Bikes part # RKY10003 comes with its own threaded hitch pin which also incorporates a lock. This hitch pin cannot be replaced as the thread pitch is specific to the rack. I recommend making sure the bolt is tight using a tool like part # PTW38106-24 as well as all other hardware on the rack. The only trailer hitch that is currently available for your 2018 Mini Countryman is the Curt Trailer Hitch Receiver # C11522 which is a Class I trailer hitch with a 1-1/4" receiver. When choosing between the Blue Ox Base Plate Kit part # BX1308 and the Roadmaster Direct-Connect Base Plate Kit part # RM-521883-5 the installation is going to be almost identical so that really should not effect your decision.
