Hello Stephen. For your 2023 Dodge Charger GT AWD I recommend the Curt Class 3 Hitch # C13236. I double checked with Curt and they confirmed it will fit the GT model whether it is the dual or quad tip exhaust. Basically, it will fit all models of the 2023 Challenger except for the Demon, Hellcat and SRT models. In order to install a trailer hitch on a 2019 Dodge Challenger with aftermarket exhaust, the best option we have for you is the Curt Trailer Hitch Receiver part # C13236 not the Draw-Tite Max-Frame Trailer Hitch Receiver part # 76145. Clearance-wise, the Draw-Tite hitch #76145 will work, as you’ll need at least 6 inches to clear the bumper. The Kuat NV 2.0 Base, part # BA22B, measures 11-3/4 inches from the center of the hitch pin hole to the closest part of the rack when it’s folded down. All of the hitch receivers available for your 2016 Dodge Challenger will show some of the cross tube. However, the Curt Class II # C12064 and Curt Class III # C13093 do have the receiver opening welded under the tube unlike the Draw-Tite Class II # 36548 which is welded even with the cross tube.. You will want to measure the distance from the center of the hitch pin hole to the edge of the bumper. Based on the measurements we took during those installs, the trailer hitch that is going to allow for the best ground clearance on your vehicle is the Curt Class III Trailer Hitch Receiver # C13236. Thanks for the photo, and the rear diffusers on your 2020 Dodge Challenger would have to be removed in order to install a hitch like the Curt Trailer Hitch Receiver # C13236 which fits your car.
Based on the photo, the diffusers go under the bumper a bit, so they would likely interfere with the hitch. It would be close, but from looking at the photo I think they would have to come off.

It's a combination of a few things, but the only people who will be able to give you the green light to tow with your car will be Dodge as they rated it, engineered it, and will be who would have to honor the warranty of the vehicle.
Clearly you have the drivetrain to tow with your Challenger, but the other things to consider is the cooling capacity of the engine and transmission, the brake power, the frame strength, suspension components etc.

When we installed the Draw-Tite Max-Frame Trailer Hitch Receiver # 76145 on a 2018 Dodge Challenger we found that from the ground to the top of the inside of the receiver measured 9-1/4" as you can see in the attached photo. It might be a little different for your 2016 Challenger but this should give you a ballpark idea of what you need.
