  I believe I have just the jack for you. Take a look at Pro Series Round, Pipe-Mount Swivel Jack, # PS1401460303. I went out to the warehouse and measured this jack and it will fit around a 2 inch diameter tube and uses a 9/16 inch pin. It is a short jack at 11-1/4 inches retracted. It has more than enough capacity at 5,000 pounds for your trailer. I looked at a lot of jacks while I was out there and this one seems to be the best fit.

  The crank position is fixed in regard to the location of the mounting tube, although I suppose it would be possible to remove and relocate the mounting tube. Keep in mind that moving the mounting tube from its position would probably cause the trailer frame to interfere with the operation of the crank. Perhaps a top wind style jack like the Pro Series # PS1400400303 would be a better choice for you. The jack has the same 2000 lb capacity and the identical 10 inch lift as the # PS1401060303...

  I walked out to our warehouse and took some measurements of the Pro Series Trailer Jack, part # PS1401060303. Yes, the Pro Series Jack # PS1401060303, will be able to rotate into a 17-1/2 Inch space if the the jack is retracted. The overall height of the jack when retracted is less than 17 inches, and will clear no problem. I measured the width of the mount and the tube and it measured 5 inches wide. The total width from the mount to the end of the handle measured 9-3/4 inches.
